Paul Abiodun Akanbi Oluwa- Nigeria's ICT Voice -  ICT Policy for Development

Welcome to Nigeria's ICT Voices - visitors to Jidaw.com (the acclaimed web initiative for IT and Telecom), have been sharing their opinions,  views and recommendations on the development of the Nigeria's ICT for Development (ICT4D) Strategic Action Plan and Policies by taking part in the Online ICT Policy Survey.

Some of such insights are published online as Nigeria's ICT Voices to raise awareness and involvement.

Here is one of Nigeria's ICT Voices. He says, "We are still scratching the surface. Probably due to little real buy-in from the top. A three prong approach is needed".  Here are the views of Paul Abiodun Akanbi Oluwa as captured from the survey:

To boost IT Literacy and Diffusion

Use the Chinese strategy - go for the 'big fish'. Imagine the push-pull effect if all Obas, Obis, Emirs, ministers, legislators, director generals and the 'big fishes' become computer savvy and heavily computer dependent. These are men whose examples and words will immediately cause alignment down the line. And they own the 'budget.

How has Nigeria's ICT policy fared:

There has been some positive effects but we are still scratching the surface. Probably due to little real buy-in from the top.

To stimulate the local ICT industry:

A three prong approach is needed - market development to enlarge demand, shift of public mindset to embrace looking inwards and improving macro-economic and infrastructural conditions to support local production. These will encourage local ICT community to strive for international standard production knowing fully well that their investments will not be in vain.

How can Nigerian developed software be promoted
Re-visit the previous answer above.

How the private sector can become the driving force for ICT
Public Private partnership is a good initial strategy but private ICT companies and consulting outfits should become be involved in policy formulation in order to drive and stimulate the government and other sectors for ICT adoption and deployment.

ICTs as an enabler of economic and social development:
As mentioned earlier above, the power houses need to go beyond lip service as far as IT is concerned - there is need for true buy-in and IT adoption. Government and regulatory authorities should ensure that infrastructure - telecoms, power & steel especially - is drastically improved. Imagine the full potential of stable power nationwide!!! Imagine the myriads of projects in the universities and polytechnics waiting to go into commercial production. Many companies in the developed world that are now worldwide companies are carrying products based on student research projects..

Comments: We can believe God for a better Nigeria. How current challenges is our opportunities for greater tomorrow. Arise O compatriots - God will raise compatriots in greater multiples, AMEN.

We thank Paul Abiodun Akanbi Oluwa for his time and contribution!
