Rabo Zakka - Nigeria's ICT Voice -  ICT Policy for Development

 

Welcome to Nigeria's ICT Voices - visitors to Jidaw.com (the acclaimed web initiative for IT and Telecom), have been sharing their opinions,  views and recommendations on the development of the Nigeria's ICT for Development (ICT4D) Strategic Action Plan and Policies by taking part in the Online ICT Policy Survey.

 

Some of such insights are published online as Nigeria's ICT Voices to raise awareness and involvement.

 

 

Here is one of Nigeria's ICT Voices. He is in a hurry to catch up. He believes Nigerians can perform any feat. All that is required is honesty, hard work and good planning. Here are the views of Rabo Zakka as captured from the survey:

To boost IT Literacy and Diffusion

Training at all levels of learning .

 

How has Nigeria's ICT policy fared:

Official Policy has not helped much. It is the struggle by common people to survive that has led to the level of improvement on this aspect. See the decay in universities computer departments! It is the roadside training centres that provide practical internship training for degree undergraduates. NCC and other responsible organizations should support genuine practitioners by creating hell for pretenders who dupe other people or clients. For example, many so called big companies sell shared bandwidth service to innocent and ignorant clients in the name of dedicated service.

 

To stimulate the local ICT industry:

IT is a field that guess work would not work. Deliberate policy of training scientists and this should be done within a period, say 5 years. I am one of those in a hurry to catch up with the advanced world. They are not carrying more than a head per person.

 

How can Nigerian developed software be promoted
Some years ago, India was so poor. So were the Japanese dresses. Place heavy tariffs on imported items and flood the market with our hard and software. If our products are good, the world will recognize them. See that Dubai has been considered fit to manage America's Free trading zone. I believe that we can perform any feat.

 

How the private sector can become the driving force for ICT
Nigerian Private sector people will not put their money once the immediate gain is not feasible. All they want is for government to waste or use taxpayer’s money to establish organizations and give them almost free. They should struggle like other poor and honest people do to grow. I do not believe in them. I have said it already: honesty, hard work and good planning. 

 

ICTs as an enabler of economic and social development: 
Mobilize through encouragement of all computer training institutions, ISPs, telephone repairers and radios and those who teach in such organizations to support training in secondary schools, technical schools. I say this with pain because one went through a system where my computer teacher never operated a computer in his life up to 1984 when he was lecturing.
