Chike Chiejina - Nigeria's ICT Voice -  ICT Policy for Development

Here is one of Nigeria's ICT Voices. To him the ICT policy development process is too slow. He advises immediate investment in IT. Here are the views of CHIKE CHIEJINA as captured from the survey:

To boost IT Literacy and Diffusion

Simply a lot. And I think its not going to be an easy task and as such needs to be handled with a high level of diligence and commitment on the part of implementation. Nigeria has enough will to create policies but we have not dared enough in successfully implementing them. Simply put, materials and the much needed learning environment and encouragement is needed by the youth to be able to dive into this broad and expensive world of computing and Information technology.

 

How has Nigeria's ICT policy fared

Well, I think the process is rather slow and has not gotten to the lowest possible height where ever Tom, Dick and Harry that has an interest can get an opportunity.

 

To stimulate the local ICT industry:
The first area that should be touched is manpower development that'll encourage infrastructural development. But I think the private IT industry in Nigeria cannot do more for now. It's up to the government to see the need and to in fact, invest in Information and technology; borrowing a leaf from India
.

 

How can Nigerian developed software be promoted
This seems impossible but hey ... NIGERIANS ARE THE MOST BRAINY PEOPLE ON EARTH. I must say that because we can still make things happen even in our tough environment, like I said, all we need is adequate manpower development and skills, we can do better. And if someone comes up with a "brilliant" and "selfless" idea, the government should back such a person up with all the support as it might just be that breakthrough for Nigeria to the IT world proper.

 

How the private sector can become the driving force for ICT
Reduction in taxes and levies on anything information technology. If ICT pays, that's the only way most small private enterprises are going to put their money. But the government can also use moral suasion to appeal to the big private institutions to help or put it as a prerequisite for less taxing. 

 

ICTs as an enabler of economic and social development: 
INVESTMENT! INVESTMENT!! INVESTMENT!!! Information technology education presently in the country is on the high side. If the government can subsidize it like in India, IT education is cheap and readily available.

 

Comments: For a 16 yr old like me agreeing and is actually going to spend about N80,000 in total with a lot of time and effort for CCNA certification is because I know what I want. But not everybody, even those better than I know and have such money to pursue such dreams. WE NEED TO INVEST IN INFORMATION TECHNOLOGY, AND START RIGHT AWAY.
